The Division of Maternal & Fetal Medicine is the region's only fully-integrated department focusing on high risk obstetrical problems, pre-natal diagnosis and fetal DNA studies. We have specialists trained in Perinatology, Ultrasonography, Genetics, and Dietetics/Nutrition to help you and your family with the very best in high risk obstetrics services. The care of your pregnancy moves from our office to the Johnson City Medical Center which features the region's most advanced Neonatal Intensive Care Unit and highly trained and specialized nurses at the Center for Women's Health

William A. Block, Jr., MD, MBA

Dr. Block serves as the Dean of ETSU Quillen College of Medicine. He received his medical degree from the Quillen College of Medicine in 1992 and his Masters of Business Administration from Emory University in 2012. He finished his residency at the University of South Carolina / Richland Memorial Hospital in 1996 and fellowship at the Bowman Gray School of Medicine / Wake Forest University in Maternal / Fetal Medicine in 1998.


Dr. Block is Board Certified by the American Board of Obstetrics & Gynecology and Maternal / Fetal Medicine Subspecialty.

Racine N. Edwards-Silva, MD

Dr. Edwards-Silva joined ETSU OB/GYN as a Maternal Fetal Medicine specialist in July 2016. She received her MD degree from Hahnemann University School of Medicine in Philadelphia, PA and completed her residency at Riverside Regional Medical Center in Newport News, VA. Dr. Edwards-Silva completed her Maternal Fetal Medicine fellowship at Cedars-Sinai Medical Center in Los Angeles, CA. She is Board Certified in Obstetrics and Gynecology. She has practiced in California, Texas, and North Carolina and is looking forward to being back East to be closer to family and enjoy the changing seasons.

Donald Clinton Willis, MD

Dr. Willis graduated from the University Of Mississippi School Of Medicine and then completed OB/GYN residence in Jacksonville, Florida. After three years of private practice OB/GYN, he returned to the University of Florida for Maternal-Fetal Medicine fellowship. He has held teaching positions at the University of Hawaii, Texas Tech University and the University of Miami. He is Board Certified in Obstetrics and Gynecology and Maternal-Fetal Medicine.
